I apologize for the delay in our response. It appears that this error was occurring due to an account status that has since been lifted. You should now be able to successfully create new API keys. If you are still experiencing this error, please reach out to us via email at webservices@constantcontact.com.

I am having this same issue. Same error. The account is not allowed to create a new API keys at this time. Please let me know how to solve this issue.
