Why?  It seems like this policy is designed to make is administratively difficult not to be overcharged.  It is purposeful inefficiency isn't it?  You should be able to easily move a whole list from subscribe to temporary hold and back again if you aren't going to be using a list for a period of months for whatever reason.   ...
