I am experiencing the same issue. I'm looking at a contact, who does have an email address and a cell phone number for SMS. They are subscribed. I click Edit and then check the checkbox to add them to a list. I get the " Please Review the fields below and correct any issues". I don't see any issues to correct, and I am not permitted to save. The contact stays the same without being added to the list. I also get a red message box, with a red triangle and exclamation mark, when I look at the contact and click on the three dot button to the right. I click Add to List from the drop down. I then select the list from the next drop down and click Add. The red message box then appears. If I check the contact, it stays the same without being added to the list.
