Items and admission fees are separate terms for separate functionalities, which will be an important distinction in this explanation.
Admissions fees are only one per registrant / guest. Registrants and guests can't select multiple admission fee types, just one.
If you're wanting to offer pick-and-choose kind of setup, then I'd advise having your event registration setup with only two admission types - the full attendance admission and a "free" admission where they need to pick the individual items they want to be charged for. For the sake of visualization to help with this, please see the images below.
For the multiple admissions options, make sure they both apply to everyone. Name them as you want them to appear to your registrants.
Then turn on items, and include a label denoting what the items are actually meant to be.
When adding the items, make sure you allow your registrants a max quantity of each that equals the registrant + the max number of guests allowed. If you don't have / are not worried about the maximum number of attendees per individual event, make sure to set the total quantity to an extremely high, comparative number. Include descriptions and accurate naming to ensure the registrants are fully aware of what each individual event entails.
I'd also recommend including a custom text block section to your registration form, to make sure it's laid out clearly why there's a "free" admission option. You may also include a bit about how if they select the option but don't purchase applicable individual items, their registration may be cancelled, or they may be denied at the door.
When all is said and done, your registration form for selecting the admissions should look like this to a degree.
