We are using V2 API and now we are shifting to V3 API is there any endpoint by using which we can convert v2 access_token to v3 access_token and refresh token so that we can use the V3 API.

Because our V2 and V3 APIs are not interchangeable, there isn't a way to do this. There are different permissions and setting on the back end that prevent us from doing this, so your V3 app will need to authorize using our V3 oAuth flow.
