I received a constant contact html link from my colleague from his e-blast. I have to send the same email to my database. He has provided his email's HTML link, which opens up in a web browser. How can I re-create the same email from the HTML link?

If you have the email's actual HTML coding, then you can utilize our custom code editor to build the email. Otherwise, I'm not really sure what you mean by "constant contact HTML link" in regards to our system or to creating emails. If someone just sent you the permanent share URL for an email they made, then you'd have to manually rebuild the email in the regular email editor.
