I need to know three things

Where is the button(s) on the page that will get me to download or upload the gif. Right now it will have to be link to gify 

How do I resize it.

What format will it work in - Start From Scratch, PDF or HTML

If the GIF fits within the size and other element parameters of the library, you can upload and insert it like any other image. Resizing the gif is the same as resizing any other image type.
