We really do need to have bookmarks or anchor links capability or similar to allow "see below" links, such as a short bullet list near the top of a newsletter, each item of which takes you to that article.  Anything in the works?

What you're describing is an anchor link. Since the majority of email programs do not allow these to function, and several will outright spam-filter emails with these, the functionality for these has not been included in our previous or current email editor.
