If I use a list provider for email addresses, can I use Constant Contact?

I'd advise checking our email permissions policies. If the contacts from your "list provider" have not given you, your organization, or the franchise (if applicable) permission to email them, then you wouldn't be able to send to them through us per our terms and policies.
If you're still unsure, then I'd advise speaking with our Review team.
