Managesr users

In Account Settings I do not have the "Manager Users" option. I am the account manager. How do I manager users? Thank you

Only the account owner can manage users.

Per the Community profile you made the thread and just replied from, and the wording of your original post, you're an account manager on the account, not its current owner.

If the account's currently listed owner is no longer available, and you do not have access to the account's main address to go about resetting / accessing the account owner's login, then you'll need to call in to setup an account ownership transfer case.
