Is there a way to ensure that PDFs in my library will open when linked in an email message and not download?

No, some email programs/apps and browsers will auto-download linked documents - PDFs, text documents, etc. - whereas others will ask first, and others will simply display a preview. You may want to check your browser or email program's settings to see if it offers the option to change how it functions on your end.
