How can one set up an event that requires a fee, and allow a pay at the door option? As is stands now, one must pay to be registered.

At this time, only online payments are available for events. The only real workaround I can suggest right now is making a free registration / ticket option, where in the title and description you explicitly make it clear that this option is $0 for registration but the cost will still be expected upon entry to the event. You may also want to highlight that this option will be cheaper than online registration (if you're offering it), and set your ticket payments to pass the service charges to the registrant.
