How do I permanently get rid of the emails that pop up when I'm about to send a test email out?

This is a cookie or other browser setting, and is something your particular browser has saved as suggested / auto-filled info. By default, the only email address our system will automatically include in the test send area is the account's main address.

If you want to remove these suggestions, I'd advise doing an internet search for your particular browser, to figure out what setting or other element you need to manage.
