We automatically generate an image of the first page of a PDF when you import it into the Library. Since PDFs and other documents can only be linked to, the first page is meant to act as a teaser / preview to get your contacts to view the full document, if you choose to include it in your email. If you need to include the full document's pages as images in the email, you'd need to use an external program/site to convert the pages into images, then import those.
