Unfortunately if Facebook doesn't provide a reasoning, we're unable to provide it to you in the error message. You can try reaching out to Facebook's support, to see if they'd be able to offer insight that wasn't communicated via the initial rejection. Ultimately the approval is wholly controlled by Facebook.

If you're talking an actual ad made for Facebook / Instagram, there aren't comments for those, so their reporting won't include any.
Actual posts via Facebook / Insta will have comment sections, which you can manage and respond to via the social tab in your account.
