I'd advise checking our email permissions policies. If the contacts from your "list provider" have not given you, your organization, or the franchise (if applicable) permission to email them, then you wouldn't be able to send to them through us per our terms and policies.
If you're still unsure, then I'd advise speaking with our Review team.

We don't have any official integrations we've developed for Weebly. You are able to add a coded sign up form from your Constant Contact account to Weebly sites, but otherwise you may be able to find a 3rd party-developed integration elsewhere on the internet to connect the two.
