Hi @JasonL127. Welcome to Constant Contact! Our Email Permission policy strictly forbids purchased or rented lists to be uploaded or used in accounts. Sending to these addresses will lead to either a hold on your account or the account being closed entirely.
If you have a list of clients or people you already work with, you can upload those contacts into your account as they are considered implied contacts meaning you have a previous business relationship. I think it's worth using your social presence to grow your list. It's not a waste of time if they are interested in hearing from you in a different format! It may take time to grow your list organically, but this will give you time to build a relationship with your contacts and show them the value of your emails.
