Some ways of contacts being added to your account may result in them having no permissions set. These are considered inactive contacts, and thus are not billable nor able to be sent to.
For example, one of the most common is via events registration. When a non-contact registrant signs up for an event, and they do not check the box to sign up for your other emails (assuming the option was provided), then they’ll be added as a contact, but not one you can email outside of that specific event.
If you know these are contacts who do want to receive your regular emails from us, they can utilize one of your regular sign up forms (if you have any), or they can be edited to have their permission type changed. Keep in mind certain elements of contact editing, including permission changes, may be restricted based on certain Compliance factors like how the contact was added, if they've unsubbed and resubbed previously, etc.
