The only time the three dots shows up is when there's not enough room on the docked toolbar due to being particularly zoomed in. To avoid this, I'd advise zooming out on your browser screen a bit (CTRL - on PC, CMD - on Mac), or making sure your browser window is larger so all the toolbar options can be accommodated.
