Is there a way to use dynamic content based upon tags (rather than field values)?

At this time only default and custom contact fields can be used for dynamic content in emails.

Is there aa way to put dynamic tags on a button for my newsletter?

The entire row is treated as dynamic content when setting it up, so any buttons present in a dynamic block will show / not show based on the criteria set. Make sure to check our main article on setting up dynamic content to see how it functions.
