At the moment, there isn't a way to display public-facing tags that a prospective or existing contact could select to tag themselves within your account. We are tracking feedback on the idea for our developers, so I'll make sure to note it in your account. Tags were designed as more of an internal tool to help with organization, but I understand how it could be useful in your case if you're managing thousands of emails and lists.
It would be a more manual process as a workaround, but you could create new lists that have the same name as the tags you want them to assign themselves, send them an email or link to the sign-up form and let them choose the lists they want. Then, once their contact information is added to that list you can tag them with the tag of the same name.
