I want to include a link in my email with a link to a PDF document. I've been able to do that. It opens in a new window. Is there an option to allow the reader to download the file?

No, since the file is not attached to the email to avoid size restrictions and aggressive anti-malware barriers, the file is hosted in your account library. If the contact wishes to download the PDF linked in your emails, they can do so on the page that opens.
