Email Append Service?

Does Constant Contact do Email Appends to lists where you only have a name / address and need the emails added to your database ?   If not, does anyone know of the best / reasonable company that does email appends ??

A service like that does not obtain contacts in a permission based way, so no that it not allowed in our system and I do apologize for any inconvenience.
