Error fetching data response

I keep getting an :Error fetching data" warning in RED when trying to link a document- any document- Frustrating, I am dead in  the water!

Is this error message showing in other browsers you have access to, or in incognito/private mode of your preferred browser? Does the issue occur with specific files you try to link to, or all files?
