Event Form Contacts

I've created a form with Contact and Attendee fields. I want to add a phone number field and emergency contact field (text) to the Contact section. Even though I add it to the Contact section, it appears on the live form in the Attendee section. How can I accomplish this?

Custom fields for an event are going to be attendee-based, if you've set the event to require info entry for each attendee.
