How do I get the event "View Tickets" button to link to my CC library and print my customized ticket for the buyer?

That isn't a functionality that's available.

If you're wanting to create fully customized tickets for your registrants, you'd need to wait for them to be registered first, then you can print / download that ticket. From there I would assume it's a matter of you plugging in that info, whether manually or through some kind of import process, for whatever program you're using to create the customized ticket variants.
