Historically, when we enter a contact email as "express" consent it is not received by the contact, but if we change consent to "implied," it then goes through. It should work the opposite way. This has been an ongoing issue and still is not resolved. Has anyone else been experiencing this issue? How can it be fixed?

I've not heard of an issue like this, but is the issue that the contacts bounce when set as express, and don't on implied? Or are the emails still sending, but the express contacts' ones aren't actually being received in spam or otherwise?
I'd honestly recommend reaching out to the Delivery team directly, and especially provide some examples if you're able of the situation so they can perform some more advanced troubleshooting.
