Good morning,
I have a nice outer background that I like and would like to be able to apply text on top of it. From searching through the previous posts in this community, it seems that I can make the inner background transparent so that the outer background will show through.
First question! Is this possible?
Second question. If so, how do I do it?

You might be able to accomplish this if you build your email completely from HTML code, using the custom code editor. Otherwise, there isn't currently a way to set a transparent inner background. The only real workaround using the regular editor would be to set the block's inner background and your email's outer background to be the same color.
