It sounds like you want to hyperlink to a PDF file, either through text or an image. That is most certainly possible!
1. If you haven't already, upload the PDF to your Library.
2. While working on your email campaign, you can insert a document as either a text link, a button, or a clickable image.
If you want to create a clickable image, say, of the first page of the PDF you can create an image of the first page of the PDF when you're uploading it to the Library.
