Segment keeps resetting incorrectly

I have my segment set up the way I would like that I know works from previous campaigns. Every time I click save segment it completely rearranges everything. What is going on here - is this a glitch?

The first picture is how I want it and the 2nd is what appears after I click save and it loads.

Please call general support for live troubleshooting. Otherwise, please reply directly to the automated @ mention email you receive from this response, with the username of the affected account, as well as the name of the affected segment.

From the email follow-up:

At this time, standalone segments can only have all "And" or all "Or" criteria. They cannot have both at the same time, which is what's causing the issue of it flipflopping to one or the other.
