This is already possible within events. Click the large button for creating an email within your event, select Copy an existing email, then select the email invite you want to copy. Give it a name, then select whether this is going to registrants, non-responders, or others.

I'm having this issue, which is related and I can't find anything anywhere. I want to use an email I've already created, but I can't choose registrants.
