when I send to my email list it sends to around [lower number] but when I download the .csv there are [large number] active emails. Is it that my subscription rate is not high enough to send to all, so Constant Contact is restricting the amount it sends to?

I think you're confusing your contacts numbers. The larger number you mentioned corresponds to your total contacts - inactive (non-billable) and active (billable). The lower number provided corresponds to your active, subscribed contacts.
