At this time, that toolbar is hard-coded into the webpage version of emails and cannot be removed. Our devs are looking into the coding for the toolbar, and are working to address its customization or wholly remove it. I've tracked the service request to your account, but for further updates regarding the request you're also welcome to vote and voice your use case in this Product Ideas thread.
