Growing a list with external contacts

I want to send an email to people who are not in my list to ask them to sign up for notifications.  How do I do that?

Thank you for reaching out to the Community! If you don't already have their permission to email them yet, you will have to take a look at our List Growth tools and use them outside of Constant Contact to gain that permission. Thanks!
