More triggers for automated campaigns

We are looking for a feature that allows an email automation based on inactivity. Right now there is an option that triggers an email series based on three specific triggers. We want to see a trigger that creates a series of emails based on someone NOT clicking/opening an email.

I want to be able to send an automation to someone in a specific list, but if they have  a tag, it doesn't send to them.  Or if they have a specific tag, they get a different email.

ie:

Someone signs up for my Dracaena Wines newsletter they go through one automation. But if they are tagged as a Chalk Club, they get a different email.  

I don't want to offer the same coupon to a newsletter subscriber as to someone who joined the club and already getting a better discount than I offer other people.
