I've been trying to link a block in a message to a phone number so a recipient can open a text message but it's not working.

There's nothing that would explicitly generate a pre-built text message through our system. You can, however, setup phone links via text or a button. Typically tapping on a phone link will open a phone's Call app, which can then be switched to sending a text message based on the phone's options/functions, if the end user chooses to do so.
