At Constant Contact, you can only send campaigns to email addresses that have opted-in to receive them, either implicitly or explicitly. If they aren't in your account, and you didn't get their contact information even implicitly, you would have to create and share a sign-up form landing page to capture their information.

I am allowed to send it but they don't want added permanently
If the contacts you're uploading have given you permission to email them, then you may do so. If they do not want to receive your emails afterwards, you should remove them accordingly.
Otherwise, you should email them outside of our system if you wish to simplify this, and avoid any potential permissions issues.
