[Events 2.0] Ability to Email Abandoned Registrants

We need the ability to send reminder emails to people who have abandoned  their registration so they do not miss cut off dates. Currently there is not a way to choose just specific people to send a reminder email to and it creates a lack of ability to follow up with them.

At this time, emailing abandoned registrations isn't on our road map. If there's a change to the idea's status with the devs, or an increase in requests for its development, we'll update this thread accordingly. 

Emails to abandoned registrants would need to be manually sent to the specific email addresses, if available. If they are not contacts in the account, they'd need to be emailed outside of our system.
