I'm new to Constant Contact and the system that I am working with has many lists.  My question is: does a CC setup need to have at least one email address or could all the entries not be in any list but be segmented instead?

Hello @SpeedyJKG ,

 

While a contact doesn't technically need to be in a list to still be an active, segmentable contact in your account, you are still required to select a list when adding a contact to your account by any method.

 

You can send directly to segments, once they're made.

While you can segment your contacts for targeted campaigns, every contact must belong to at least one list to ensure they receive your emails.
