Segmentation by state in Constant Contact – contacts not found

I uploaded my email list and tried to create a segment based on contact details, specifically by state. In the setup process:

1. In the first box, I selected State.
2. In the second box, I chose is.
3. In the third box, I entered the desired state name.

Below these options, I used OR to add other states and repeated the same procedure for each one.

However, when I finish and save, the system returns the message No contacts found. This means that none of the contacts in the list match the defined criteria, even though I know there are contacts with these states.
