Want to make first name and Last Name and some custom fields "Mandatory" on Contact creation page. When we create a new contact in the CC - only Email address field is mandatory. I want to make first name and Last Name and some custom fields "Mandatory" on Contact creation page.

That isn't a setting in accounts, the only reason email address and some other basic elements are required on the contact import methods, such as the add single contact, is because that's what we need to have, in order for unique contacts to exist in an account. 

You can make any fields you want required on sign up forms, such as inline forms and lead generation landing pages.
