I'd advise either calling general support or replying directly to the @ mention email with some examples of contacts (email addresses) being part of this segment that did open an email in 2022. Please also include the name of the segment you're using to filter these contacts, and some example names of emails they opened on "any other device type."
I chatted with support, and this is a known issue. "Specialists" are working to fix it. In the meantime, the workaround, per support, is to manually view all your contacts (over 1000 in our case) to identify which ones are true candidates for the segment.
