I certainly apologize that you are having trouble with the Welcome Email. I did take a look at your account, and I can replicate the issue. It looks like it might be a defect that we were recently made aware of. I have tagged it on your account for follow up with our technical team.
In the meantime, I would try copying the Welcome email and seeing if you are able to schedule the copy. If that still does not work, I would reach out to our support team at 866-289-2101 for live 1:1 troubleshooting support to see if we can get some workarounds going.
