Emailing Non-responders - Will that include any NEW contacts added to the List?

If I send out an invitation to non-responders, will it also send to anyone new that I have added to the list after the first invitation was sent out?

Emails to non-responders only targets contacts that have already been sent at least one normal invitation for your event. They'd be the ones who haven't either declined or registered. 

Since newly added contacts wouldn't count as having already been sent to, they won't appear as a non-responder. The only way to do this would be to essentially make a separate list for those newly added contacts, copy the initial invite, and send it to them. Here's an article for more info on this process.
