How to call the parameter to HTML Email Template?

Hi,

 

I would like to add the anchor tags (like <a href=""></a>) in HTML email campaign. please let me know how to pass the data for href value from c# coding part and how to read in a constant contact email campaign.

Please find the below screenshot as a reference.
