The formatting menu will try to hover at the top or bottom edge of the text block selected, or the top of the screen, depending on how far scrolled down you are. So instead of having one single text block with dozens of paragraphs, consider splitting the text block into multiple for different subsections of your communication. Particularly long text blocks will cause the formatting menu to need to float more in the middle of it all, depending on where in the block you've clicked to start formatting.

Otherwise, you may also want to consider simply linking to a lengthier article or PDF, which will also aid in the amount of bandwidth the editor needs to function for rendering and autosaving.
I'll try that and see if it improves the situation.
Try reducing the size of your screen view. When I'm zoomed in, I don't have room for the tool palette to float.
