Is it possible to send another email when a contact joins another list?
e.g. There are 2 lists and each of them linked with a welcome email. When a contact joins list A, s/he will get List A welcome email. After getting List A welcome email, when s/he joins list B, s/he will get List B welcome email.

You can setup multiple welcome emails in your account, so when you create them you'll want the triggers to be for a specific list. If you have a welcome email (or automated series) setup for an Any List trigger, it will end up superseding the Specific List triggers.
Nope. I mean getting another email when the user joins a new list. It's possible to send a welcome email for list A but when the user joins list B, he can't get the welcome email from list B.
My apologies, I must've misunderstood what you were asking. For the setup you're wanting, you'll need to have an automated series for at least one, if not both of the lists. Automation series are available on Email Plus.
My recommendation would be to have an automation series for both lists, with just the initial step for each as the list's respective welcome email.
